Spanish Clean Energy Incentives

Spain benefits from a Feed in Tariff system.

There are also a number of other incentives and laws which are described below by sector:

Solar

* Install an additional 363MW of photovoltaic solar to reach 400MW by 2010
* Construct 500MW of solar thermal electric capacity by 2010
* Install an additional 4,140,459m² of solar thermal to reach 4,840,892m² by 2010

Spain introduced new legislation in 2006 through its Technical Building Code (Código Técnico de la Edificación) which requires all new or renovated buildings to cover 30-70% of the domestic hot water demand with solar thermal energy. The assumed volume of hot water demand and the geographical location of the building determine the exact percentage that applies.

Biofuels

* Use 5.75% biofuels in transport fuel mix by 2010 - this means increasing biofuels use from 228ktoe in 2004 (0.7% of the transport fuel mix for that year) to 2.2mtoe by 2010. Of the 1.972mtoe increase required, 750,000toe will come from bioethanol and the rest from biodiesel.

There is an exemption from the hydrocarbon tax on the retail price of biofuels. Over the period 2005-2010, this exemption represents a total of €2.86bn - just over half for bioethanol and the rest for biodiesel.

The biofuels share by energy content in 2005 was 0.44%; the target for the same year was 2%.

Biomass

* Install an additional 1351MW to reach 1695MW over 2005-2010

Wind

* Capacity target of 20GW by 2010 - with 12GW to be constructed between 2005 and 2010, adding to the currently installed 8GW.

The estimated total wind power resources of Spain are 36.9GW.
